Leveraging Accident
Scene Management Inc’s (ASMI’s)
knowledge and experience, since 1996,
ASMI created the North American Road
Guardian program. ASMI is a non profit
organization whose mission is to reduce
injuries and fatalities to motorcyclists
through First Response Education.
More than 15,000 students have been
trained by 120+ certified instructors.
Our Road Guardian program was created
as a national branded program designation
among motorcyclists that provides
recognition and incentives to those
who are properly trained, properly
licensed. We encourage motorcyclists
to be “lifelong learners”
by providing resources and opportunity
as well.
Our website provides both free and
program member services. We seek to
create a one-stop community for learning
ways to improve riding skills, links
to safety education and services,
legal resources (as recommended by
Bikers), biker owned businesses, local
and national events and news.
In order to participate in the incentive
and recognition program a person must
be a member. There are three (3) designated
categories of Road Guardian.
We encourage everyone to complete
the level they are most comfortable
achieving.

not need to be a motorcycle operator):

Vicki
Roberts-Sanfelipo, RN/EMT
- Road Guardian Co-Founder
- ASMI Founder, President and Board
Chairwoman
- Vicki is the Author of “A
Crash Course for the Motorcyclist”.
She established the non-profit organization
Accident Scene Management, Inc.
in 1996 in order to reduce injuries
and fatalities to motorcyclists
through First Response training.
Vicki has worked for over 25 years
in a variety of settings throughout
the hospital from Critical Care
to the Operating Room. She is currently
working at Waukesha Memorial Hospital
for the Department of Surgery and
is a licensed EMT.
Vicki teaches CPR, Defibrillators,
and First Aid for the American Heart
Association. She has been riding her
own motorcycle since 1987 years and
has completed the MSF’s Experienced
Rider Course.
She is a life member of A.B.A.T.E.
of Wisconsin, Charter Member Central
Wisconsin. H.O.G. & member of
Kettle Moraine H.O.G., Motorcycle
Riders Foundation, BOLT, Patriot Guard,
St. Croix Valley Riders, The Iron
Butt Association & the American
Motorcyclist Association.
Vicki has given hundreds of presentations
on motorcycle safety. She represents
Motorcycle Trauma issues as a partner
in the NHTSA (DOT) hosted motorcycle
safety network meetings in Washington
D.C.
Chris
Hawver

Chris began his career in the information
processing industry. His global executive
business experience includes companies
in start-up, turnaround and Fortune
200. Chris served on the Board of
Directors of nine industry associations,
and currently on two for-profit businesses.
Chris graduated cum laude with a
double major from Macalester College
in St. Paul, Minnesota, earned a Masters
in Business Administration from Willamette
University, Salem, Oregon. He completed
the Babson Executive Management Program
in Boston, Massachusetts, and the
Georgetown University Executive Marketing
Program in Washington D.C. Chris is
a member of the Patriot Guard, a Safety
Officer, and a Road Captain for local
HOG chapters. Chris is the Captain
for the New Glory Flag Bike Team.
Suzanne
Martens, MD
- Emergency Medical Physician
- Chair - Wisconsin Physician Advisory
Council
Dr. Martens is Board certified in
Emergency medicine and practices at
St. Nicholas Hospital in Sheboygan,
WI. as well as Infinity Healthcare
in Mequon, WI. She serves as vice-chair
of the SE Wisconsin Trauma Advisory
Council. She received her Pre-Med
education at Marquette University
in Milwaukee, WI, completed her residency,
internship and Emergency Medicine
residency at the Medical College of
Wisconsin and served her Emergency
Medical Services Fellowship at Carolinas
Medical Center in Charlotte, NC. She
has received honors in the Alpha,
Omega, Alpha Medical Society.
Her many memberships include the
American College of Emergency Physicians,
American Medical Association (AMA),
National Association of EMS Physicians,
and Society for Academic Emergency
Medicine. In addition to her participation
in the Regional Trauma Advisory Council,
Dr. Martens is a member of the State
EMS Physician Advisory Committee and
Sheboygan EMS committee.
Dr. Martens' interest in ASMI was
peaked when she invited Director,
Vicki Sanfelipo, and her husband,
Tony “Pan” Sanfelipo to
present the professional series class
“Anatomy of a Motorcycle Crash”
to the Sheboygan County EMS as part
of their continuing education. Serving
the community in a way that reduces
injuries and fatalities is Dr. Marten’s
goal in life.
Ed
Moreland
- Vice President of Government Relations
American Motorcyclist Association.
The AMA is the world’s largest
motorcycle membership organization
with nearly 300,000 individual dues
paying members. AMA represents riders
before lawmaking bodies at the local,
state, national and international
levels. Ed currently represents the
AMA before the US Congress, the Administration
and the United Nations.
Ed has served on the Commission for
Mobility, Transport, Road Safety and
Public Policy of the Federation Internationale
de Motocyclisme (FIM) since 2002.
Additionally, Ed was recently named
to the Federal Highway Administration’s
newly formed Motorcycle Advisory Committee.
Prior to joining AMA, Ed worked on
the professional staffs of two members
of the US Congress. Ed earned a BA
in political science from the University
of Minnesota.
Ed has been an avid motorcycle rider
for over 20 years. Ed has been with
the association for nine years.
Robert
Ritter, MSF Chief Instructor
- NIU MC Safety Project Coordinator
Robert (Bob) Ritter originally from
Baltimore, Maryland has 50 years experience
riding a motorcycle. Bob spent 10
years in the Baltimore City Fire Department
and Ambulance Service. While still
in the Fire Department, Bob started
a 14 year relationship with ABATE
of Maryland and AMA District 7 as
their Legislative Representative and
formed a joint lobbying coalition
of motorcycle organizations.
In 1983, Bob started teaching courses
for the Maryland Motorcycle Safety
Program as an MSF Instructor. In 1985,
he became the Training Specialist
for the Maryland Motorcycle Safety
Program and in 1986 Bob received his
MSF Chief Instructor Certification
at Illinois State University in Normal,
Illinois. Then in 1992 Bob moved up
to the position of Administrator for
the Maryland Motorcycle Safety Program.
In 1996, after 13 years with the
Maryland Program, Bob became the Director
of the Northern Illinois University
Motorcycle Safety Project where he
presently works. Bob has offer ASMI
classes to his instructors and range
aids for three years.
He is a member of the State Motorcycle
Safety Administration (SMSA). In addition,
Bob has 7 years experience as an American
Red Cross volunteer instructor teaching
AED, CPR and Advanced First Aid.
Lacie
Shook, Attorney (pictured
with Supreme Court Justice Prosser)
Lacie Shook is a corporate business
attorney in Springfield, MO. Ms. Shook
focuses her practice on business law
and civil litigation. Though not a
rider herself, Ms. Shook is an avid
supporter of motorcyclists and their
rights.
Ms. Shook is involved in numerous
community activities including serving
as a volunteer attorney at the Marquette
Volunteer Legal Clinic, which provides
consultations to inner city Milwaukee’s
less fortunate. Ms. Shook graduated
from Western Illinois University in
2003 with a bachelor’s degree
in business finance. In 2006, Ms.
Shook received both a Juris Doctorate
and MBA from Marquette University.
Ms. Shook currently serves on the
Board of Directors for a number of
corporations in the Milwaukee area.

My first motorcycle
ride was on a Harley Pan Head when
I was about 5 years old I can still
remember sitting in front of my Father
and holding on to the gas tank as
he drove me around town. Ironically
my Mother bought me my first motorcycle
when I was 16, a Suzuki 50cc Café
Racer, all I remember is that it had
a six speed transmission and unless
I laid down on the tank the engine
was not powerful enough to pull me
up any grade, but it did top out around
70mph. I was hooked and started to
buy basket cases and building my bikes,
Jap, British and later on my first
Harley. I love high speed long distance
touring, my current bike is a 2004
Electra glide Standard, (Bernie Mac)
is 70 months old and I have 70,000
miles on it. I’m a Patriot Guard
rider, Rescue rider and now happy
to be part of the New Road Guardian
program. I’ve been truly blessed
with good friends, family and opportunities
to serve others. Looking forward to
meeting all of you in the future.

Nice to meet you! My
name is Andrea, and I am here to assist
new members as well as answer questions
that you might have regarding the
Road Guardian program. I put together
our newsletter, so feel free to send
me any interesting information that
I might include. If you are not sure
where to direct a question, try me!
I will either give you a prompt reply
or direct you to someone better suited.
Website maintenance is another part
of what I do for this program.
I have been around motorcycles
since I was a kid. Vicki, who is also
my mom, made sure I had plenty of
seat time rumbling around with her
on a Harley. I love my dual-sport
Yamaha, because in addition to twisty
backroads, I enjoy trail riding. Most
of my time is spent on a pedal-bike,
but nothing compares to twisting a
throttle on the way out of a turn.

Bird" Shutes
I’ve been riding and repairing
a variety of bikes since 1973.
My focus is promoting safe and skillful
operation of motor vehicles to preserve
motorcyclists, bicyclists and pedestrians,
and maintaining our freedoms as motorcyclists
and Americans.

Road Captain, past Photographer, Treasurer,
Safety Officer.

Boyd Uppman

Boyd started out with his first of
26 bikes in 1954. His interest in
motorcycle safety really didn't come
forward until in the early 90s when
he became active in the Harley Owners
Groups (H.O.G.) and involved as Road
Captain and Board member. His main
interest is in introducing newer riders
to a safe and enjoyable activity.
Boyd is currently active in three
Harley Owners Groups, two in the Twin
Cities area and, in the winter, the
Paradise Chapter in Naples , FL. He
is the former Head Road Captain and
currently a Road Captain in the Wild
Prairie H.O.G. in Eden Prairie , MN
. Boyd has attended several Accident
Scene Management Basic, Advanced and
Refresher courses and also acts as
a volunteer assistant to the ASM Instructors.
He is a member of the Rescue Riders
and is the Compliance Officer on the
New Glory Flag Bike Team. Boyd 'claims'
to be the originator (in 1981) of
the "Lunch In Thunder Bay"
ride. He also rides with the Mid-Week
Riders, a group of motorcyclists that
meet every Wednesday for breakfast
and, in season, a group ride to somewhere.
Boyd rides a 2006 H-D Ultra Classic
that recently passed 100,000 miles
and is still going strong. In the
past 55+ years, he has ridden motorcycles
in all 50 States and all Canadian
Provinces but Old Labrador and Nunavut
. He is retired from Engineering which
allows him to spend more time on the
road with his buddies on his Harley.
Boyd has a great wife/partner, four
Daughters, six Grandkids and two really
cute Great-Grandbabies. He lives in
Chaska , MN .
